Certification and testing procedures
The
US Department of Transportation (DOT) clearly states that any Federal
Motor Vehicle Safety Standard (FMVSS) compliance application to DOT must
be known to the manufacturer for OVSC (Vehicle Safety Compliance
Office) laboratory testing procedures and in accordance with DOT product

Certification step
The
process of submitting a Federal Motor Vehicle Safety Standard (FMVSS)
compliance application to DOT consists of the following steps

The manufacturer designates a DOT application agent with permanent
residency in the United States that will participate in all liaison with
DOT during the compliance application process.

Submit the agent's designated documents to the DOT, the agent's
approval document, and the Federal Motor Vehicle Safety Standards
(FMVSS) Compliance Application.
3 Randomly select samples and send them to DOT-approved contracted laboratories for testing.
4 The laboratory submits a specific product testing plan to DOT's OVSC and begins testing after approval.

If there is a problem in the test, the laboratory will submit a
preliminary evaluation report and a conformity investigation report to
the manufacturer applying for testing, and propose product improvement
opinions.
6 The manufacturer improves the product and re-submits the sample for re-testing until it passes the test.
7 OVSC and DOT approve the manufacturer's compliance application, allowing the product to enter the US market legally.

OVSC will conduct annual sampling inspections of motor vehicles and
parts to review the effectiveness of DOT certifications held by
manufacturers to ensure that products meet the minimum performance and
marking requirements specified by the FMVSS standard.
The
