Introduction to Argentina S-MARK Certification
In
accordance with Resolution 92/98, which came into force in 1998,
Argentina has implemented S-Mark mandatory certification for electrical
and electronic equipment with input voltages in the range of 50-1000 Vac or 50-1500 Vdc. The
resolution divided the products into 4 groups, which were implemented
step by step from 2001. By August 1, 2004, all products must obtain
S-Mark certification before entering the Argentine market. Argentina
is a member of the CB system, and CB certificates and reports are
approved, which saves a lot of trouble in repeating tests and sending
samples. The
S-Mark safety certification in Argentina does not require a factory
inspection. Applicants should provide a Spanish nameplate (including
safety warning signs) and a manual. The certification body's logo should be added next to the S-Mark logo.
Article
92/98 The certification system for compulsory products proposes three
phases of safety requirements: compliance certification, type
certification and product certification (S-Mark).
The
third phase of product certification (S-Mark) is enforced from the
following dates: 1. April 1, 2001 - Electronic materials such as:
Electronic components such as electronic components, fuses and wires
2. December 1, 2003 - Electronic products such as:

iron ·Electric heater ·Power tool ·Refrigerator ·Freezer ·Air
conditioner ·Portable kitchen utensils ·Electric razor ·Beauty salon
supplies ·Materials for lamp holders and lamps ·Lights
3. February 1, 2004 - Electrical products such as:
·Lamps
·Mowers and similar appliances ·Washing machines ·Dishwashers ·Kitchen
appliances (excluding portable kitchen appliances) ·Microwave ovens
·Electric fans ·Vacuum vacuum cleaners and floor treatment related
equipment
4. August 1, 2004:
·
Resolution 92/98 All have been defined but in the appliance and the
other appliances listed above (e.g., IEC 60950,60065,61010, ... ..)
5. December 31, 2003
·All appliances with voltages below 50V or above 63A
S-MARK certification technical information
1. Argentina voltage is AC220V/50Hz
2. There are two kinds of plugs, which are divided into grounded Class I and ungrounded Class II.
3. The plug of the power cord should have IRAM or TUV Argentina S-Mark verification.
4. Argentina has 3 different plugs:
<250V/10A Class I (IRAM 2073 standard)
<250V/20A Class I (IRAM 2073 standard)
<250V/10A Class II (IRAM 2063 standard)
Argentina S-MARK certification process
The “normalization procedure” is a necessary measure to make the product available immediately in the Argentine market.
Here are some ways to get your product to market via the "normalization process":
·Install a suitable power cord set
· Convert the power cord set to a qualified power cord set
· Convert the power plug to a qualified Argentine plug
·Additional Argentina S-Mark logo / label
For the different imported products, the following work methods can be referred to for assembly:
1. Products with power jacks
Products
that use additional power cord sets may be left at the discretion of
the applicant and imported to Argentina for additional power cord sets. If
the power cord is not attached, it must be mentioned in the test
report. The power cord set is not evaluated and will be indicated on the
certificate. If
the power cord set is added in Argentina, it is part of the
certification. The German company Rhein Argentina takes the
“normalization procedure” to the warehouse where the power plug is
replaced for a simplified factory inspection.
2. Products with fixed power cord
If
the fixed power plug attached to the Argentine product is not approved
by the Argentine safety regulations, the local distributor or importer
must change to a plug approved by the Argentine certification unit. The German company Lein will make a simplified factory inspection before issuing the certificate.
3. Products without the S-Mark logo or the correct product label
The S-Mark logo can be added as soon as the product arrives in Argentina but is not available for sale. The German company Lein will make a simplified factory inspection before issuing the certificate.
Argentina S-MARK certification implementation
On
June 3, 2002, the implementation of Article 418/2002, the
implementation of the mandatory compliance mark on April 1, 2001,
including electronic components, fuses and wires and other electronic

implementation date of the third phase of the compulsory compliance

dishwashers, kitchen utensils (excluding portable kitchen appliances),
microwave ovens, electric fans, vacuum cleaners and floor beauty related
equipment,
3.
All other equipment specified in the provisions of 92/98, for example,
products complying with IEC 60950, 60065, 61010 and other
specifications.
S-MARK certified add-on products
Argentine

Another
new ruling mentions that after December 31, 2001, customs clearance
letters and product discontinuation statements for product listing
rights will not be issued.
At
present, the customs clearance letter issued by the issuing unit can
enable the products that have not been tested and certified to be
cleared first; the test and certification must be completed within the
validity period of three months. However, this procedure will be abolished on December 31, 2001.
Since 2002, products entering Argentina must be tested and certified and require relevant labeling. If the product is to be sent to a local test in Argentina, only the test sample can be imported.
In order for the importer to withdraw these test samples from the customs, the importer must first apply for certification. The confirmation letter is presented by the issuing unit and the quantity of the customs clearance test sample is indicated.
