In
addition to the CE mark, the Turkish government also publishes a “List
of Imported Mandatory Standards” each year, mainly for food, industrial
equipment, vehicles, fire-fighting products and textiles.
For
products not covered by the EU Directive and products that are not
covered by the EU Directive but are still included in the Turkish
national mandatory standards, they must be tested in accordance with the
Turkish mandatory standards before importation and TSE certification
before passing the Customs. Enter the Turkish market for sale.
Turkey TSE certification scope
Household
appliances: household gas cookers, elevator construction and
installation safety, domestic water heaters, woks, frying pans, electric
cups, small pans, load-bearing resistors, fluorescent lamps, etc.
Construction
supplies: wood preservatives, rubber, load-bearing wooden frame glue,
wooden instrument panels, radiators, fireproof clothing, anti-high
fuses, radiators and convection heaters, fiberboard, plastic piping,
resilience flooring ,
architectural glass, fire hose, geometric aggregate props, durability
of wooden products, thick insoluble products, concrete, plaster and
cement mixture, chemical and gas resistant coatings, pigments and
varnishes, adhesives, Welding, ceramic tiles, etc.
Medical
products: oxygen-absorbing equipment, sound-insulating devices,
respirators, sterilizers and biological systems for disinfection
processes, packaging materials systems for sterilizing instruments,
sphygmomanometers, dental appliances, sterile catheters, biological

Mechanical

Turkey TSE certification process
(1) TSE inspection
a)
The Ministry of Industry and Trade of Turkey authorizes the TSE of the
Turkish Bureau of Standards to conduct inspections on the conformity of
products requiring the CE mark before customs clearance and issue a
confirmation letter.
b)
According to the Turkish Foreign Trade Standardization Official Gazette
No. 2005/1, products that fall within the scope of Turkish mandatory
standards must be certified by the Turkish Bureau of Standards (TSE) to
obtain a certificate. If
the importer claims that its products comply with the relevant
international standards (ISO, CEN, IEC, CENELEC, ETSI), the inspection
may be carried out in accordance with international standards as
required, otherwise it will be tested according to Turkish mandatory
standards. The importer submits the TSE certificate to the customs, which can be confirmed by the customs.
(2) TSE certification procedure
1) The applicant fills in the application form in accordance with the requirements of the TSE;
2) The application is evaluated by the TSE to determine whether to accept the application;
3) An inspection team is assigned by the TSE;
4)
The TSE coordinates with the applicant to determine the date of
inspection, the inspection process, the trigger plan, and the
accommodation arrangements when necessary;
5)
The inspection team will inspect the equipment, production equipment,
personnel and quality system at the place of production;
6) If the inspection result is acceptable, the inspector will sample from the finished product;
7) Samples will be inspected and tested in accordance with the appropriate standards in qualified laboratories;
8)
If the product has a CB certificate and report or a CCA NTR certificate
and report, it is not required to be tested and a comparative
evaluation is required;
9)
The inspection report issued by the inspection team and the test report or evaluation report issued by the laboratory shall be submitted to the
certification committee for verification by the certification
department, and finally decided by the certification committee;
10)
If the certification committee decides to authorize the use of the TSE
mark, the application company and the TSE must sign a license contract
and issue a certificate.
(3) Fill in the application form
Should be filled out by the applicant;
If
the application form is completed by an authorized representative of
the applicant organization, the authorized representative must submit an
official document proving that it is authorized by the applicant
organization;
The application form filled out by the applicant must be for one product or one product category and one place of production;
If
the product does not have only one place of production, each production
site needs to fill out an application form separately;
Products
with the same characteristics that are produced in the same production
location but have different trademarks can be specified in the same
application form, at which point the manufacturer must provide a
declaration of conformity for each trademark.

(4) Administrative additional documents
a. Official document indicating the legal status of the applicant
An
application outside Turkey requires an official document confirmed by
the Turkish embassy or consulate in the country where the name, address,
scope of activity, representative of the institution and contract
authorizer are indicated.
b. The signature book of the applicant's authorized person
If it is a foreign application from Turkey, it must be confirmed by the Turkish embassy or consulate.
c. Trademark registration certificate
The
certificate must be issued by the Turkish Patent Office or the
protection of the trademark in Turkey must be confirmed by the Patent
Office. but:

If the trademark of the product has not been protected in Turkey, a
document indicating that the application has been filed with the Patent
Office may be temporarily accepted (the maximum period of provision may
be up to 18 months);
If the application is abroad, the document must be confirmed by the Turkish embassy or consulate;
If
the ownership of the registered trademark does not belong to the
applicant, the written owner shall issue a written permission (or
agreement).
The
applicant is allowed to use the trademark, which must be submitted with
the trademark registration certificate, which must be verified by a
notary public.
d.
For foreign applications, the contract documents indicating the
agreement between the applicant and the producer shall be confirmed by
the Turkish Embassy or Consulate.
e. A registration certificate granted by a designated chamber of commerce.
f. Advance payment receipt (a copy can be submitted).
(5) Advance payment
If the production site inspection is carried out in Turkey, the advance payment is at least 500 000 000 TL;
If
the production site inspection is carried out outside Turkey, the
prepayment amount is 10,000 Euros; however, if more than one production
plant is applied, an additional 2,500 Euros will be charged for each
additional location;
These advances will be deposited in one of the TSE Finance Offices or one of the TSE's bank accounts;
For foreign factory inspections, the inspection team requires a service fee of 350 Euro per person per day;
The cost of factory inspections includes service fees plus travel, accommodation and living expenses;
The cost of the entire certification is the factory inspection fee, product testing fee and certificate fee;
In
addition, an institution that is eligible for a certificate is required
to pay a performance bond of 2,000,000 000 000 TL for each certified
product, which can be paid in cash or a bank guarantee letter without a
time limit.
(6) Additional technical documents to be submitted
For electrical products, the CIG 22-Section B form should be completed and submitted with the application form;
For non-electrical products, fill out the FR-39-Section B form and submit it together with the application form;
Product Category;
Technical drawings/sketches of the product (if applicable);
Color
photographs of the product (appearance, internal details of the product
in its natural state), including the state of the electronic
environment if necessary (if applicable);
Identification/label sample (must be easily identifiable);
The pattern or photo of the registered trademark that the product will use.
(7) Documents submitted at the time of holding the CCA-NTR certificate and report application:
a. The CIG 22-Section B form is submitted with the application form;
. B If a copy of the filled out by CCA members CIG 23 tables, for lighting products, please add ENEC accessories;
c. CCA Test Result Announcement (NTR) or test result statement. TR) and a complete test report form;
d. Test reports including country differences (if applicable);
e. A list of electronic components, including reference model/name (listing which NCBs are certified);
f.
The nameplate or pattern indicates the information required by the
relevant EN standard, the certification mark and the country of origin
name/code;
g. Technical drawings, circuit diagrams (if applicable);
h. Operation manual (if applicable);
i. Product photo or brochure (if applicable);
j. A sample (with the number of Test Result Announcement (NTR) or Test Result Statement (STR) issued by the CCA member body);
k. the pattern or photograph of the registered trademark that the product will use;
l.
The product/equipment submitted differs from the sample previously
tested at the NCB (if applicable, the name of the NCB can be written).
(8) Additional technical information to be submitted for applications holding CB certificates and reports
a. Complete the CIG 22-Section B form and submit it together with the application form;
b. CB certificate and complete CB report;
c. Test reports including country differences (if applicable);
d. A list of electronic components, including reference model/name (listing which NCBs are certified);
e.
The nameplate or pattern indicates the information required by the
relevant EN standard, the certification mark and the country of origin
name/code;
f. technical drawings, circuit diagrams (if applicable);
g. Operation manual (if applicable);
h. Product photos or brochures (if applicable);
i. A sample (identified by the number of the CB certificate issued by Body A);
j. The pattern or photograph of the registered trademark that the product will use;
k.
The product/equipment submitted differs from the sample previously
tested at the NCB (if applicable, the name of the NCB can be written).
Fill in the application form
